The City of San Jose has a program regarding sidewalks. You can find their number in the phone book. They send out an inspector to check out the problem. They also give you a list of contractors without recommending any one contractor. You can get estimates and pay for the work. You then notify the city and they reimburse you. I had to do this a few years ago.
