South Valley Urban Reserve Sports Complex

Subj: Proposed McKean Road Sports Complex

Councilmember Pat Dando and the City of San Jose are backing a private organization, AYA, to install a 13-field sports complex on 44 acres of land that was bequeathed to the San Jose Unified School District.

The San Jose Unified School District has (with the persuasion of Pat Dando and the City of San Jose) entered into a 20-year contract with this private organization for the sum of $1.00 per year.

The City of San Jose has agreed to give $500,000 to this private organization to build the sports complex outside the city limits.

The land on which the sports complex is proposed to be built is in the South Almaden Valley Urban Reserve. There are triggers in the General Plan of this Urban Reserve that are suppose to be met before any development is begun.

Without those triggers in place, there is suppose to be an amendment to the General Plan if any development is planned. (However, this is a long process.) So, councilmember Pat Dando has come up with a solution. She is calling this sports complex "temporary" and therefore it can be put into the General Plan with a "text" amendment. (Once a "text" amendment is accepted, it sets the state for other "text" amendments and the stage for hodge-podge development.

The proposed Sports Complex with a parking lot for 600 cars is along side a country, two-lane road, McKean Road. This little road is already overcrowded with commuter traffice from Morgan Hill, traffic from Calero Reservoir, bikers, joggers, horseback riders, etc. A 600-car parking lot could generate (plus or minus) 2000 more cars using this little road....a potential "death trap".

There is a complete lack of water to support the needs of 13 ball fields. Use of water wells will most definitely affect the ability of the existing residential wells to produce water.

Given the lack of off-site infrastructure and the plan to use this facility to support leagues from around the state, it will be necessary to use the complex as a campsite. This clearly does not fit in with the needs of a rural residential neighborhood.

And, there was a recent 9 million dollar bond election passed and plans for a Sports Complex within the city limits are already underway.

So, I ask the question: "Why does Councilmember Pat Dando and the City of San Jose want to put a Sports Complex in the Urban Reserve designed and run by a private corporation?"
