Subj: These houses have to go!!!

I live a few doors down from a halfway house on phinney. I've had newspapers stolen and have set up a hidden camera to catch the person and guess what? He lived at the halfway house. I see these people learing into my garage, staring at my wife and/or baby sitters.
Is there anything we can do to get rid of this from our neighborhoods?
I think this is how neighborhoods turn bad. A bad neighbor (e.g. group home residents) moves in, do bad things, the good neighbors can't do anything about it so they move out. In moving out it gets difficult to get a good price for their home so the property values go down. More bad neighbors move in, and pretty soon you have a street full of speeding cars and no parking and you no longer feel safe.
What can we do to nip this in the bud?
